2.4 LIBRARY BOARD POLICY MANUAL

a. - The Board shall be responsible for the appointment of a Policy Committee, which shall provide a written Board Policy Manual. This Manual shall provide the mandate of the Library Association and the governing structure and duties of both the Board and the library staff. The Chief Librarian shall take an active role in the ongoing development of the Policy Manual.

b. - The Policy Manual shall be reviewed on an annual basis. Amendments and recommendations may be put forth in writing by any member of the Board at regular Board meetings or by the members of the Library Association at the Annual General Meeting.

c. - The Policy Committee shall be responsible to put before the Board all recommendations and amendments to the Policy Manual. Such amendments and recommendations shall then be read before the Board at the next Board meeting. Once read and adopted those amendments shall then be read before the Board for a second time at the following meeting of the Board whereupon they shall be voted on. Amendments to the Policy Manual shall require a two-thirds majority of the Board members present.

d. - All amendments to the Policy Manual shall be in final form and ready for reading before the Board for the regular May meeting following the Annual General Meeting or for special amendments by the third regular meeting following the recommendation.

e. - Special amendments to the Policy Manual may be recommended at regular Board meetings throughout the year and require two readings before the Board and two thirds majority of the board members present.
