CRESTON PUBLIC LIBRARY ASSOCIATION ORGANIZATION AND POLICY MANUAL
5.9 Definitions
a. - The employer shall be the Creston Public Library Association, represented by the Library Board of Management.
b. - The Chief Librarian shall be the full-time administrator of the Creston Public Library and shall be responsible to the Board of Management.
c. - Support Staff shall be those employees hired by the Chief Librarian either on a full or part-time basis to fulfill those duties designated by the Chief Librarian to precipitate the ordered operation of the library.
d. - Volunteer Staff shall be those persons who give their time voluntarily to the Library Association to perform such duties as designated by the Chief Librarian.
e. - The Operational Budget shall be those funds allocated on a per annum basis by the Finance Committee to allow for the ongoing operation of the library. The preparation of this budget shall be the duty of the Chief Librarian in conjunction with the Finance Committee with the final approval of the Board. The allocation of said funds shall be the responsibility of the Chief Librarian.
f. - Reserve funds and all other funds not allocated for the day to day operations of the library shall remain under control of the board. Expenditures from these funds shall only be made with library board approval. The treasurer shall report to the board at regular meetings on expenditures and income from board controlled funds and shall be responsible for the accounting records for board controlled funds.
