CRESTON PUBLIC LIBRARY ASSOCIATION ORGANIZATION AND POLICY MANUAL

6.0 Chief Librarian

a. - The applicant who will fill the position of Chief Librarian will be interviewed and hired by the Board and shall require the following qualifications:

- 1. - a recognized degree of Master of Library Services or its equivalent: or a recognized certification as a Library Technician: and/or a combination of education and equivalent experience.
- 2. - a working knowledge of computer technology:
- 3. - experience in the preparation and operation of financial budgets.
- 4. - Working experience in management and/or administration.
- 5. - A knowledge of public, staff and community relations.

b. - Without limiting the generality of the following these duties shall be the responsibility of the Chief Librarian:

- 1. - The implementation of policies of the Creston Public Library Association Board of Management. Advising the Board of necessary updating of policy.
- 2. - Advising and reporting to the Board at all Board meetings.
- 3. - Acting as a liaison to bring concerns and suggestions of staff, volunteers, association members and members of the public to the Board where it is deemed necessary in his/her discretion to do so.
- 4. - The promotion of the Creston Public Library, its programs, services and goals within the community. The Chief Librarian shall be an integral part of the fund-raising advisory.
- 5. - The preparation of operational budgets for the approval of the Board.
- 6. - The preparation of Grant application and administration of provincial funding.
- 7. - The creation and development of a working system of rules, regulations and procedures for the library.
- 8. - The ability to work with various Board committees as necessary.

c. - In addition the daily operation shall be the sole responsibility of the Chief Librarian. This function shall include but not be limited by the following:

- 1. - The creation and development of all job descriptions. The definition of the powers and duties of the Chief Librarian and support Staff shall form part of the Policy Manual and thus be subject to the provisions of section 2.3.c of the Policy Manual.
- 2. - The hiring, evaluation and direction of all support staff and volunteers.
- 3. - The creation and development of a staff relations system which will provide a venue for communication of ideas, airing of complaints, health and safety and human rights concerns, suggestions for operational improvement or programs, etc.
- 4. - The creation and implementation of special library activities.
- 5. - The selection and collection of appropriate multi-media materials for use within the library.
- 6. - The maintenance and development of all office management systems including bookkeeping.
- 7. - The preparation and implementation of the operational budget in conjunction with the Finance Committee. Decisions concerning amount with exceed the operational budget or capital expenditures which may significantly deplete the operational budget shall be brought before the Board for approval.
- 8. - The selection and hiring of janitorial and maintenance services on a regular or as needed basis to ensure the proper maintenance and repair of the premises.

d. - The salary of the Chief Librarian shall be designated by the Board commensurate with qualifications and experience and shall be on a per annum basis. This amount shall be reviewed annually upon the anniversary of the commencement of employment of the Chief Librarian.
